Restricted call for tenders
(primarily restricted call for tenders, and negotiated or simplified procedures)
Under the restricted procedure, the Company solicitation folders (CCF - named DCE in French ) are not accessible and can therefore only be downloaded by those candidates whose application to submit a tender has been accepted.
Furthermore, downloading under the restricted procedure is only possible if the individual has registered with one of the two portals www.achats.defense.gouv.fr and www.ixarm.com.
How to register as a member of one of the two portals : The section "Become a member" can be accessed from each portal’s page (on the left comumn). Once you have clicked on, clicked on "Your company is not registered" : you then need to accept the ethics charter that is displayed by clicking on "Accept" at the bottom of the page. You then have access to an application form.
After completion of the details relating to your company, enter your username. The password will be sent by e-mail once your personal registration validated. This validation is the responsibility of the French Ministry of Defence when the applicant is the first from his company ; this individual is certified as the administrator in the “portal” sense of the term. Registrations by other individuals from the company are then validated by the company’s administrator (in the “portal” sense of the term).
Nota : If he judges it neccessary, the company’s administrator could restricted to some of the company members registrated the access to restricted procedures.
Candidates whose application to submit tenders has been accepted will be sent a solicitation letter inviting them to download the Company solicitation folders (CCF - named DCE in French ) associated with the bidding exercise. This letter will be sent either by registered post or by email.
Downloading documents under the restricted procedure involves providing identification at the portal access by entering ones username and password in the relevant fields on all portal pages, and then clicking on “OK”.
Once you have been recognised by the portal (“forename, name” is displayed at the top of the welcome page), the nominal procedure for downloading the CCF involves going directly to the “e-procurement place" (named in French : "Salle d’acquisition dématérialisées") by clicking on “French MOD Market place”, available on each portal page (in the lefy column). Once in the e-procurement place, you can access the list of all solicitations that have been announced (in other words those with an on-line CCF that can be downloaded) to which you may have access by clicking on “Solicitations” in the left menu. You then only need to search for the solicitation that interests you and click on its title, which opens a page specific to that consultation with the option of downloading the relevant CCF by clicking on the button “download the company folder document (CCF)”.
Nota : It is also possible to access the CCF by means of the Invitation to tender Notice search engine as for the download procedure for open procedure mentioned above.
There are two options for downloading a CCF : entire or part of file. Partial downloading of the CCF enables its most significant sections to be selected (in particular the consultation regulations), thereby avoiding starting a lengthy download of a large bidding documents when all that is required is information about the relevance of the consultation to the company. It should however be noted that only a full download ensures that you have the full CCF ; it is therefore highly recommended that you carry out a full download if the company intends to respond to the consultation.
Once you have decided whether to fully or partially download the CCF (ticking the relevant sections of the CCF for a partial download) and selected the destination for the CCF files on your computer - hard disk or other storage device - click on “record” to initiate the download.
Once the download is complete, the individual then has access to the CCF (full or partial version depending on the option selected) in the form of a single file in a compressed “zip” format.
NB : to be able to open a “zip” format file, your computer must have a suitable decompression utility (such as Winzip) ; a free evaluation version is available for downloading from www.winzip.com.
Anyone who has downloaded a CCF under the open procedure will be automatically notified of any changes to the CCF or to the deadline for submission of bids.
