Maintenance in operational condition (MCO) of local controls of aerodrome (CLA), of French navy bases (Landivisiau, Hyères and Nîmes-Garons).

The SIMMAD required to the industrial prime-contractor to carry out a pre-procurement plan on the contract parts, i.e. to organize a competition near the subcontractors in order to ensure a technico-economic optimum of a competition.

Dealing with a maintenance contract into object, the SIMMAD (Integrated Structure of the Maintenance in operational condition of the Aeronautical Materials of the French Ministry for Defense) purchase unit decided to carry out a negotiated contract without competition with the CS-SI company for 5 years.

Nevertheless the SIMMAD required to the industrial prime-contractor to carry out a pre-procurement plan on the contract parts, i.e. to organize a competition near the subcontractors in order to ensure a cost integrating competition effect.
