Where a candidate opts for the electronic dispatch of submissions (candidature and/or bids) must he (or may he) also forward his submissions in paper format (by post or courier)?

Under article 5 of decree n° 2002-692: “candidates must choose between submitting their candidatures and bids either electronically or in paper format or, where applicable, on physical electronic media”. The candidate must therefore continue using the submission channel he has elected to use.
