What does the ministry of defence e-purchasing procedure cover?

The e-purchasing initiative of the ministry of defence involves:

-  An external approach oriented towards suppliers which uses two internet portals, "ixarm.com" and "achats.defense.gouv.fr", as well as the public defence marketplace;
-  An internal approach with the set-up within the ministry’s purchasing agencies of tools to assist in the drafting of contractual documents, and the electronic circulation and validation of such documents.

The public defence marketplace is an area within which exchanges between the ministry of defence and suppliers can be managed. This marketplace is made up of:

-  An area for the publication of official (BOAMP and OJEU) and unofficial notices with a search engine;
-  A Dematerialised Solicitation Room (SCDM). This secure area allows the downloading of bidding documents and the electronic transmission of submissions (candidatures and bids
-  An e-Billing Room (FAC) for the electronic management of billing (under development).
