Standard bid content
For all draft contracts preceded by a call for tenders, whatever the method used to award the contract and irrespective of whether or not the project has been advertised, the administration issues a set of documents to those applicants selected for submitting a tender. These documents include everything the applicants need to fill out their tender.
The tender documents can be picked up at the government offices starting the day the advertisement appears, and up to the deadline for receiving the tenders. With the negotiated contract and restricted call for tenders, the PRM sends the selected applicants a call-for-tenders letter to invite them to present their tender. This letter indicates the deadline for tenders, the address where they are to be sent, a note that they have to be written in French, and the AAPC reference. Any tender documents (DCE) will be attached to the letter. Otherwise, the letter will indicate the address of the service where it can be found along with the deadline for submitting this request.
The tender regulations are optional if the statements it is supposed to contain are already given in the AAPC.
The tender documents comprise:
Tender regulations explaining the "rules of the game", and containing as a minimum the following information :
- purpose and nature of the call for tenders,
- context of the call for tenders,
- breakdown of the supplies,
- tender content,
- tender validity period,
- requisite tender format,
- tender submission date,
- tender selection criteria,
- details of procedures for obtaining information concerning the call for tenders.
Commitment document to be completed by the candidates,
Special administrative conditions (CCAP), containing all administrative, financial and time scale clauses relating to the contract project,
Contract data requirements (CCTP) containing all technical information concerning the project: the administration’s expression of need, required performance, constraints that the contractor must meet, etc.
