Setting on line of a new e-procurement place of the French e-market place “Service public defence”, 2006 winner of the French Public service quality awards

Composed with two portals access www.ixarm.com & www.achats.defense.gouv.fr and an e-procurement place, the French e-market place "Service public défense" is operational since 2002.

This platform contributes to the implementation of the French Ministry of Defence procurement policy. It was, before the legal dead line of January 1st 2005, the first French administration to be conformed with procurement contract code requirements for dematerialised solicitation procedures

This original approach tends to operate Internet technologies to facilitate, for the companies, the French Ministry of Defence contracts and opportunities access. The French General Directorate of Modernisation of government (DGME) rewards the last June 21th the DGA attributing the 1st price of the 4th "Public service quality awards" inside "Information and services remote" category. The DGA project was selected by the award jury members among 83 other candidatures resulting from all the French ministries and many local districts.

This award constitutes for the French Ministry of defence and especially for the DGA, a recognition of accomplished work and trust which companies put in the Ministry initiatives as regards of purchase professionalisation.

Although this e-procurement place reached a maturity good level, the DGA, in charge for all Ministry purchase units to manage dematerialization platform, has been elected, on the basis of user experience feedback, to define and acquire a new generation of e-procurement place (named in French “Salle d’Acquistion Dématérialisée - SACD). Put on line at the beginning of July 2006, this one has many functional and ergonomic improvements.

In addition, the DGA has started some reflexions and works with the DGME (French General Directorate of Modernisation of government), on one hand, in order to converge, around 2008, towards a common official inter-Ministry e-procurement place and, on the other hand, to widen the current functional perimeter towards the e-notification or the e-invoice.
