Psd indices

The contracts concluded by the DGA are it over multiannual periods which require sometimes the taking into account of the evolution of the economic conditions by means of a parametric formula which integrates various indices of the wages type, service and matter. These indices must be sufficiently representative of the factors of cost of the companies and as independent as possible of the actions of these last. This is why the DGA refers to INSEE (The French National Institute of Statistics and Economic Studies ) and until a recent past with the DGCCRF (General Direction of the Competition of the Consumption and the Repression of the Frauds).

However, by official statement published in the french BOCCRF of June 15, 2004, it was announced the end of the calculation and the publication of the five "produced and services various" (Psd) indices. In this same official statement, three standard models were proposed to replace the five disappeared indices. As INSEE does not plan to calculate and publish these new indices, the Office of the "Costs control " of the DGA decided to make it to facilitate and simplify the work of the purchasers and the liquidators

It is the solution suggested by the French DGCCRF in connection with INSEE which was retained before finalizing methodology in connection with the CIDEF (French Confederation of Defence Industries) and dialogue with the ACSIA (Accountant of the Industrial Services of the Armament). This transparent procedure makes it possible to guarantee the independence of the DGA in the development of these indices.

The file EXCEL "PsdX Indices" attached (excel and pdf format file - only available in french) gives the monthly values of the Psd indices which will be used by the DGA for the whole of its contracts.

Soon, a nomenclature of the indices used by the DGA for its contracts will be also diffused. The reader will be able to find indices INSEE there on the one hand and on the other hand, the indices coming from another source. With term, the objective of the DGA is to use only indices INSEE.
