Overview

This part of IXARM portal deals with French Ministry of Defence (MINDEF) solicitations. Thus, the "e-Procurement place" of the French "Defence Ministry’s Market place" is a set of tools for dematerialising part of the procurement processes the Ministry uses.

This "e-Procurement place" is common to both "Armaments" (everything within the perimeter of weapons, munitions, war material) and "Non-armament" (all the Defence Ministry’s other purchases).

Notice publication

Calls for tenders managed in the French Ministry of Defence (MINDEF) follow the government contract code (CMP). As such, most of them are officially published (at BOAMP: "official bulletin of public contract declarations" on the national level or OJEU: Official Journal of the European Union), in the form of notices.

The French "Defence Ministry’s Market place" is not a substitute for official publication organs, but comes in addition to them. The notice published in the French "Defence Ministry’s Market place" is in no way official.

Whenever official publication is not mandatory under the CMP, the Ministry tries to structure its procedures by publishing unofficial notices.

"e-Procurement place" (named in French: Salle d’ACquisition Dématérialisée - SACD)

The SACD is the "e-Procurement place. This is a controlled-security space for managing exchanges between the French Ministry of Defence (MINDEF) and companies. MINDEF purchase unit people can publish notices (Prior information, Invitation to tender notice, Contract award , etc..), company consultation folders (CCF named DCE’s in French). Companies interested to candidate can submit an e-answer in accordance with the French public procurement contract code (CMP).
