Management requirements

The management specification defines the relationships (exchanges of information) between the project manager and the manufacturers. It details the requirements with which suppliers must comply in connection with programme coordination, organisation and management activities. It also lists the management information to be obtained from the manufacturer:

-  To enable the project manager to undertake his programme coordination task,
-  To develop confidence in the ability of the manufacturer to control and optimise the contract objectives, in terms of technical performance, costs and deadlines..

The management specification therefore incorporates two types of requirement:

-  Management requirements: provision of information and documents enabling the project manager to take the decisions for which he is responsible,
-  Assurance requirements: provision of information and documents (management plan, engineering plan, configuration control plan, integrated logistic support plan, etc.) giving the project manager confidence in the execution of the services covered by the contract, or possible future contracts.

Management requirements are to be modified, but only as strictly necessary, as a function of programme complexity and the phase it is in. Any such amendments must primarily result from programme risk analysis.

The programme management specification consequently includes, in a single document, management requirements applicable to all the players involved. It must be drafted at the earliest possible stage of the programme, and in particular in connection with calls for tender, as the management specification has a cost implication.

Management specifications are based on General Recommendation Aero 00040 A.
