Isn’t the idea of a supplier database questionable on legal or regulatory grounds?
There are no legal or regulatory barriers to setting up such a supplier database within the portal system, or to the use of the information it contains by purchasing agencies. This possibility is nevertheless not explicitly authorised and the CADA (Commission for Access to Administrative Documents) is currently preparing a draft along these lines. The aim will be to allow suppliers to enter information online relating to their company, which will systematically be requested as part of the public contract solicitation. Such information will not be considered to be in the public domain and therefore will not be freely accessible; access will in fact be limited to ministry of defence purchasing agencies.
