Particular common administrative terms and conditions relative to procurement quality assurance.
The contractual and regulatory obligations on product quality are laid down in the contracts notified by the DGA programme departments, or the Ministry departments responsible for equipment support.
The supplier’s first-line contact when carrying out quality assurance work is the DGA’s Quality Department (DGA/DQP/SQ). As first step, the supplier and the Quality Department launch a Procurement Quality Assurance post-award conference, during which the procedures for the DGA’s inspections laid down in the contract are worked out.
The data issued from the inspections, enable Government Quality Assurance representatives to draw up review surveillance report (French acronym PVCOs); the reports allow the Government official responsible for the contract to take the necessary contractual decisions (acceptance, post ponement, rejection, etc.).
