NATO
The "Transatlantic cooperation (TC)" office within the D4S’s sub-Directorate of European Cooperation & Development (SDCDE) of DGA has several tasks. These include the processing, in liaison with France’s permanent representation to the North Atlantic Treat Organisation (“REPAN”), of “international calls for tender issued within a NATO framework”, which are effectively intentions to purchase.
For French companies to be allowed to participate in “international calls for tender launched for the benefit of NATO”, two conditions must be satisfied :
France must contribute to the funding of the NATO project or programme. The REPAN finance department checks this eligibility criterion.
Candidates must appear on an approved list prepared by the government of their country of origin. In France, the relevant department is the "Transatlantic cooperation (TC)" office, which, based on information provided by REPAN, notifies companies, accepts bids and drafts the statement of admissibility.
The NATO International Competitive Bidding (ICB) procedure is described in full in NATO document AC/4-D/2261 dated 16 January 1996.
Publication on the ixarm site of the list of NATO’s intentions to purchase is aimed at providing rapid and wide distribution of information to increase the number of French companies that can respond to NATO calls for tender.
To work with NATO, French companies may also make direct contact with certain NATO agencies and hence become a:
Supplier to NC3A,
Supplier to NAMSA.
