The aim of the MARTHA programme (MARTHA is a French acronym for "air defence network of tactical radars to counter helicopters and fixed wing aircraft") is the management of the air defence environment. Threats from the 3rd dimension are escalating and the air-land battle is becoming increasingly complex. The success of an operation therefore depends on the fielding of air defence units and equipment controlled by a well-informed command chain.

This requires:
  Automated procedures to reduce reaction time.
  Air space management, both to ensure safety for friendly forces and to coordinate air defence weapons to counter enemy aggression.
