EPMES
EPMES are prospective studies in the field of Defence which cover a full range of topics such as political, military , economic and social sciences ; they are part of a wider series of Defence research activity that also include advanced research activity (EA), and technical-operational studies (EOTO).
They aim at feeding the strategic thinking process conducted by the Ministry of Defence.
They are carried out by research institutes, universities, consulting firms so as to provide an external analysis and, on an ad-hoc basis, meet specific expertise needs.
These, which are conducted under the responsability of the DGA, adress strategic issues on armement from a medium and long-term perspective.
The study programme is developed by the EPMES coordination committee (CCEP) chaired by the DAS (Délégation aux affaires stratégiques), on the basis of proposals put forward by the different departments and directorates of the MoD . The Centre of High Studies in Armement (CHEAr) represents the DGA at the CCEP ; it coordinates the studies under the responsability of the DGA and pilots it’s own EPMES ; other departments of the DGA being in charge of piloting their respective EPMES.
All studies are contracted under the rules of public procurement.
